This is for a pair of bright cut sugar tongs . They are 13.5 cm long made by Solomon Hougham London in 1800-1801. They have a "s" on the bow. Stamped with a duty mark, a lion, and a "E" on the inside on the other leg inside is "HS". A lovely pair of very old tongs
